We were able to query users who have never logged in via the Wordfence last login meta key: wfls-last- login, then choose "less than (date)” and then put a Unix timestamp into the meta value field. It worked like a charm. After offering a suggestion to enable querying users without a date, or with no value in that field, the plugin author quickly implemented the idea. Amazing! I highly recommend this plugin.
